The petition pleaded that the authorities had failed to take steps to curb the menace and the residents were repeatedly falling prey to stray dogs on the city roads.
The petition follows the incident where a district and sessions judge was bitten by a rabid dog in Sector 24 earlier this week.
The petitioners said the helpline started by the municipal corporation was a mere eyewash.
They claimed to have made a number of calls to the number when a group of dogs was seen in Sector 43 but no one responded.
