Draft ordinance for special investment regions approved

Gandhinagar The state Cabinet on Wednesday approved a draft Ordinance, paving the way for enacting a separate legislation for the special investment regions (SIRs) that the government proposes to create along the Delhi-Mumbai Industrial Corridor (DMIC).

The move aims to boost the economic growth and industrial activity in these regions, as the Corridor passes through parts of Gujarat.

Besides providing all necessary infrastructure facilities in the proposed SIRs, the Ordinance offers incentives and concessions to prospective developers on the lines of the ones being extended to the special economic zones (SEZs) in the state, sources in the CMO said.

The sources, however, did not specify the exact quantum of incentives to private players who want to set up their shops in the SIRs.

The Ordinance provides for setting up a special development authority for each of the SIRs, besides creating a

separate grievance-redressal mechanism and monitoring apparatus to regulate and boost industrial activities in the regions.

“With only five days left for the Vibrant Gujarat Global Investors’ Summit, the government has had no other option but to promulgate this Ordinance to attract more investment in the proposed SIRs,” a senior official said. “We expect maximum MoUs to be signed for SIRs at the summit. An official Bill replacing the Ordinance will be brought in the Assembly budget session, so as to finally enact an Act on the SIRs,” the official added.

The official declined to comment if the government has made any provision in the Ordinance to relax prohibition in SIRs, which has been done in the case of SEZs.

He also refused to divulge how much investment the government expected in the SIRs during the two-day summit.

The official added the government planned to create as many as eight SIRs and industrial nodes along the DMIC passing through northern, central and southern parts of Gujarat. Each SIR is proposed to cover over 10,000 hectares of land, which will be developed with global standards. The SIR will have separate zones for residential, commercial, financial, manufacturing, processing, entertainment and institutional activities.

A legislative framework will help speed up development in these proposed new industrial hubs.

The areas earmarked for creating SIRs and industrial nodes include Ahmedabad-Dholera, Bharuch-Dahej, Palanpur-Sidhpur-Mehsana, Vadodara-Ankleshwar, Surat-Navsari and Valsad-Umargam.
