Addressing media persons, state’s Chief Election Officer (CEO) A K Bishnoi said the commission will issue a notice not only against the star campaigner but also the party concerned and the candidate in the event of violation of the MCC.

“The party will be answerable for the conduct of the star campaigner under the new system,” he said.

The CEO said registered parties can give a list of their 20 star campaigners while recognised parties can submit a list of 40 star campaigners. “The cases related to the violation of MCC will be put in public domain,” he added.

According to the model code, no one can ask for votes in the name of caste or religion, or indulge in character assassination. The code also does not allow allurement of voters by giving them money and liquor. The use of religious places for the purpose of election management is also not allowed.

Bishnoi said the job of the nodal officer is to keep a record of reports of the violation of model code. A senior district-level officer will be appointed as nodal officer. “He would receive complaints regarding the violation of the code and could investigate the complaints and lodge FIRs. Then he would also ensure quick action in such matters,” Bishnoi said.

The commission is all set to put in place a braod communication system to receive information from the booths. “We are in touch with the service providers of different companies. We have developed a detailed communication plan,” the CEO said.
