E-tenders promised transparency, but depts reluctant to deal online

New Delhi The Delhi government’s decision to put all tenders online to ensure transparency is facing hiccups, as departments are reluctant to float tenders online.

The Information Technology department has pulled up the Public Works department and the Irrigation and Flood department for not posting all their tenders on the e-procurement website.

“The aim of electronic procurement of goods and services is transparency. At present, several officials get away by publishing advertisements in obscure publications, giving information only to firms they favour,” a senior official said.

The PWD and the Irrigation and Flood department were specifically told to float tenders electronically. Being the most active departments, they issue the maximum number of tenders.

Last week, the IT department issued orders, making it compulsory from this month for each department to post tenders online.

“Any tender above Rs 2 lakh has to be posted online,” IT Secretary Dharam Pal said.

The IT department has also asked the department of Information and Publicity to ensure that a tender advertisement is put online before it is cleared for publication.

So far, the Irrigation and Flood department has floated mere 88 tenders online, and the PWD has floated 395 tenders. In comparison, the DJB has floated 1523 tenders.
