Chandigarh, February 8 After several reports in the Chandigarh Newsline highlighted how the question paper for a police recruit exam had been leaked out, the police on Friday arrested two constables for having a hand in the leak and also registered a case against them and two other prime accused on charges of cheating and criminal conspiracy.

The constables Shamsher Singh and Amardeep Singh, it is alleged, had reportedly paid Rs 10 lakh to prime accused Joginder Dahiya and Sanjay Rana for the solved question paper. While Amardeep, earlier posted in the Special Crime Investigation Cell, got through the test, Shamsher failed the physical examination.

Following the reports in Newsline, an inquiry was initiated by the Chandigarh Police. On Friday, the police registered a case against Joginder Dahiya and Sanjay Rana, both residents of Delhi. Dahiya and Rana have several "leaks" to their credit. They are wanted by the Delhi Police for earlier leaking a paper for the post of sub-inspectors in the Capital. Dahiya had also leaked in 1995 the question paper for CBI recruits. He was arrested in this case but later got bail.

On January 11, the Chandigarh Police latched on to rumours of the leak. At that time, Constable Shamsher Singh was posted with the Police Control Room. He comes from Nizampur in Delhi where Dahiya also stayed. Shamsher introduced Constable Amardeep Singh to Dahiya. The payment was made and Dahiya handed them the solved paper.

After reports came out in Newsline, Shamsher went in hiding, following which he was suspended on January 23 for remaining absent from duty. Later, in the first week of February, Shamsher began to co-operate in the ongoing investigation and recorded his statement with the Special Crime Investigation Cell officers.

Acting on his statement and the complaint lodged by Chandigarh Police Sub-Inspector Harinder Singh Sekhon, a case was registered today. The two arrested constables will be produced in court on Saturday.
