New Delhi The high-level internal committee formed by the Delhi Development Authority (DDA) to look into allegations of foul play in its 2008 housing scheme has given a clean chit to all DDA officials, sources said on Friday.

The report, submitted to DDA Vice-Chairman Ashok Kumar Nigam on Friday evening, also says there were no irregularities in the draw of lots used to pick the winners, sources said.

The report finds applications with fraudulent information submitted for the draw as the crux of the problem, a senior DDA official said. “But no DDA official was involved in this. The report also says the draw was conducted in keeping with the DDA’s terms and conditions.”

The three-member committee is headed by DDA’s finance committee member Nand Lal. Nigam has forwarded the report to both Lieutenant Governor Tejendra Khanna and Minister of State for Urban Development Ajay Maken, the official said.

The committee, set up soon after allegations of a scam in the housing scheme emerged, was initially slated to submit its report on January 24. But it sought a deadline as the mandate required the probe panel to scrutinise all 5,68,719 applications submitted. Officials said the committee also investigated employees in DDA’s housing department.

Maken had stated in Rajya Sabha on Thursday that no allottee would get possession of flats till both DDA and Economic Offences Wing of Delhi Police complete their investigations. The EOW has so far arrested seven persons; six of them have been sent to judicial custody till February 26.

DDA scam by Arun Kumar Upadhyay on 22 Feb 2009

A single case of allotment of flat to Manmohan Meena in lower income group proves role of DDA authorities as he is dependent son ofSri Deshraj Meena IPS, ADGP in Orissa whose monthly salary is 97000 Rupees including special allowances. Then he was allowed to changehis name to Mann Pratap Singh 1 year after application. Twice, Sri D.RMeena has been sentby flight on duty to delhi to hush up the case. Under influence of such officers, all the officers connected with enquiry have been sent out of delhi, so that they will forget the lapses andbeg for returning to Delhi.
