Chandigarh Former minister Jaswant Singh Bawal of the Haryana Janhit Congress (HJC), on Thursday, rejoined the Congress in the presence of Haryana Pradesh Congress Committee (HPCC) president Phool Chand Mullana. He brought along 33 office bearers of the HJC from Bawal.

Jaswant Singh, who was a minister during Bansi Lal’s regime and also during the Indian National Lok Dal (INLD) rule for a while, said he had full faith in the programmes and policies of the Congress and felt it was the only party which could truly work for the welfare of the poor and the Dalits. Jaswant Singh’s father, Ram Prasad, had been a Congressman. Jaswant, too, had been in the Congress before quitting it in favour of the Haryana Vikas Manch.

Asked on why he quit the HJC, Jaswant Singh said he was fed up with “the undemocratic set up of the HJC and by the non-political coterie which surrounds its president Kuldeep Bishnoi”. Asked if Bishnoi, younger son of former chief minister Bhajan Lal, could also rejoin the Congress, Phool Chand Mullana said, “We never shut our doors to anyone. The Congress is like the Ganga river, in which other small rivers keep flowing into.”

Mullana said there was no question of holding any referendum as suggested by Finance Minister Birender Singh on the performance of the Bhupinder Singh Hooda government. “There is no provision of such a referendum in the Constitution. Moreover, in our democratic set-up, polls, be it the parliamentary or assembly, are itself a referendum on the performance of the government. Therefore, the question of holding a referendum does not arise,” he said.

Mullana said it was most likely that 20-22 “non-performing” sitting MLAs of the party would not get tickets in the next polls, while a couple of MPs are also in the firing line for the same reason. Hooda had, earlier, warned such MLAs to devote time in their respective constituencies instead of camping in the state capital. Mullana said in the forthcoming Lok Sabha polls, the party will also assess the performance of the MLAs and see how many votes they have been able to garner from their Assembly segments.
