D S Bains, Principal Secretary to the Punjab Department of Local Government, has issued a final notification on this, while exercising the powers conferred on him under Section 5(1) of the Punjab Municipal Act, 1911.
The notification says the government has formally included the areas of Badala Niashehar, Khoonimajra and Chhajjumajra villages in Kharar’s municipal limits. “With this, the entire panchayat, government and shamlat (common) land in these three periphery villages will be a property of the Kharar Municipal Council,” said the notification, a copy of which was received here on Tuesday.
The three villages will no longer have panchayats and will be governed by the civic body.
The residents of these villages will be enrolled during the next revision of electoral rolls of Kharar MC and
they will be entitled for the basic civic amenities at par with the residents of Kharar town.
They will, however, have to pay taxes, as applicable in the municipal areas, for this.
For all future constructions, their blueprint will require approval from the civic body, which will charge development and other charges payable under the norms.
The proposal to extend the municipal limits was mooted in July and the formal nod was given after considering the objections and suggestions received from the public.
In a draft notification issued under Section 5(2) of the Punjab Municipal Act, 1911, on July 16, the state government had sought objections and suggestions on the proposal within four weeks.
Earlier, the Kharar MC limits were extended four times — October 10, 2006, February 20, 2006, February 16, 1999, and March 4, 1975 — by bringing certain periphery villages within the ambit of the civic body.

That is good... but what about development of existing areas of Kharar MC limit... If you want to see the actual conditions of Roads and Rain water please visit near Dushera ground.... or Astha Enclave through Dushera ground road....I would like to know the status of development project related to kharar (if any one has started in actual).I am from Kharar itself, and it does not seem to be started any project yet..The road condition is worst in our area, near dushera ground. Rain water is being collected at behind or our house. No body is being taking care of all this. I would like to know that in our great country, where even all the villages have been connected with good roads then why many areas of Kharar have kaccha raods (in worst condition)...RegardsKrishan Babbar
