Kolkata The Gorkha Janamukti Morcha’s (GJM) proposal to the Centre regarding the setting up of a Gorkhaland Regional Authority will be the basis for discussion on Thursday’s tripartite talks among the Centre, the state government and the GJM.

“I believe the talks will be based on the proposal sent by the Morcha and not the one that was sent by the Centre. We are going there with an open mind and I believe the talks will be fruitful,” said State Home Secretary Ardhendu Sen, before leaving for Delhi where the talks will be held.

Sen will be accompanied by Minister for Urban Development Ashok Bhattacharya and Minister for Health and Family Welfare Surya Kanta Mishra.

Chief Secretary Ashok Mohan Chakrabarti said the meeting will also work towards restoring normalcy in the Hills. “We want development in the Hills and for that normalcy must be restored. For the welfare of Gorkhas and non-Gorkhas, there should not be any tension,” Chakrabarti said on Wednesday.

While the Centre will be represented by Union MoS for Home Ajay Maken and MoS for Health and Family Welfare Dinesh Trivedy, the GJM will be represented by an eight-member team led by party general secretary Roshan Giri.

On February 18, the GJM had sent a proposal to the Centre saying it wanted a Gorkhaland Regional Authority or a Darjeeling Dooars Regional Authority in the Hills. Along with demanding a separate judiciary, it also wanted powers to make laws on all subjects, including police. The state government has refuted the demands.
