Gandhinagar, February 13 The visit of National Scheduled Castes Commission chairman Buta Singh to the Patan gangrape victim caused a further political turmoil in the state on Wednesday.

After meeting the girl and her parents at the Primary Teachers' Training College (PTC) campus, Singh expressed unhappiness over the handling of the case by the state government, prompting a strong rebuttal from the ruling BJP.

As 89 of the 98 girls returned to continue with their studies at the college today, Singh alleged carelessness on the part of the government in allowing a tragedy of this scale to happen.

Reacting to the allegations, state Education Minister Ramanlal Vora released a press statement in the evening, terming the charges as baseless. Vora said it was a blatant lie on the part of Singh, aimed at making a political capital.

Marks by PTC teachers will not matter, state decides after Patan
In the aftermath of the gangrape of a Dalit woman in a Primary Teachers Training College (PTC) in Patan, the state government has decided that the internal grading system or marks given by PTC professors to students will not be of much use when the candidate applies for a job in state-run schools. Earlier this month, it came to light that an 18-year-old Dalit student in Patan's PTC had been repeatedly raped by six teachers who had threatened to fail her in the internal marks quota if she opened her mouth.
It is also learnt that the government is not leaving anything to chance and is also doing away with the compulsory internship that takes girl students to villages for seven to ten days along with teachers. These measures, senior officials hope, will reduce chances of exploiting the girl student. They will be implemented soon, sources in the government said. Internal marks constitute up to 30 per cent of the qualifying total in the primary teachers' course. The accused professors of the Patan college used this chunk as bait to force students into submission, it is alleged. The Education department has also finalised another rule by which a student will have the option of living outside the campus, if that suits parents. Among other things, the department might also bring down the internal allocation to less than 30, to reduce its significance further.
