Govt okays PMC norms for renting

Pune, February 22 The State government on Friday approved the norms laid down by the Pune Municipal Corporation for renting out its properties. Since the PMC did not have any norms laid down about the renting out of properties to people, activist Vijay Kumbhar had approached the Bombay High Court in year 2001. The high court gave a decision that the PMC cannot lease out its properties without issuing tenders. “Before this ruling, the PMC used to rent out properties by passing a resolution in the general body. PMC used to give them to anybody and hence I had taken objection to this.”

The HC’s ruling came in December 2003 and the PMC started its procedure of framing norms by the end of 2004. “The civic administration initially tried to frame the rules and okay them to facilitate the renting out of properties to local corporators and the influential politicians. But I opposed this,” he said.

Kumbhar said, “PMC asked the government whether the norms needed to be framed as per the sections 454 and 455 of BPMC, to which the state replied in affirmative.” Finally PMC submitted the norms.
