The HC’s ruling came in December 2003 and the PMC started its procedure of framing norms by the end of 2004. “The civic administration initially tried to frame the rules and okay them to facilitate the renting out of properties to local corporators and the influential politicians. Kumbhar said, “PMC asked the government whether the norms needed to be framed as per the sections 454 and 455 of BPMC, to which the state replied in affirmative.” Finally PMC submitted the norms.
