Haryana may introduce four bills in next budget session

Chandigarh The Haryana government is likely to introduce four bills and two ordinances during the Budget session of the Haryana Vidhan Sabha scheduled to begin from February 2. The Chief Minister’s reply on the Governor’s address is likely to be on February 6.

According to the tentative schedule of the Vidhan Sabha session, there would be no sitting on February 7, 8 and 9 due to an extended weekend. The budget will be presented on February 10 and discussions on the budget proposals would be held on February 11, 12 and 13. The bills and ordinances likely to be introduced include: Punjab Scheduled Roads and Controlled Areas Restriction of Unregulated Development (Amendment) Bill, 2009, Haryana Vidhan Sabha Speaker, Deputy Speaker Allowances Revision Bill, 2009, Separate Fire Directorate Act, 2009, and Shri Kapal Mochan, Shri Badri Narayan, Shri Mansa Devi, Shri Kedar Nath Pooja Sthal Bill, 2009.

A bill to make changes in the CrPC is also likely to be introduced with the Centre already having passed a bill in this regard. Under the amendment of the Punjab Scheduled Roads and Controlled Areas Restriction of Unregulated Development Bill, the government plans to allow 7,000 encroachments to stay along national highways passing through 10 districts of Haryana. A state survey had detected 2,894 violations along the national highway and over 4,096 on Scheduled Roads, besides numerous encroachments on other roads. The Bhupinder Singh Hooda government had earlier issued an ordinance on January 3 to amend the prevailing Act, the sources said.

Haryana also plans to have a unified and effective fire service in the state. With an aim to inject administrative and operational efficiency in the service, the state government has decided to create a separate Directorate of Fire Services. The bill had earlier been planned to be introduced in the last assembly session in December, but the government had withdrawn the bill at the last moment. The new proposed act will not only empower the government to augment the service by raising an auxiliary service, but will also make it binding on the owner and occupier of the cinema houses, five star hotels, large commercial complexes to appoint a Fire Safety Officer to ensure compliance of all fire prevention and fire safety measures. According to sources with the Congress, the meeting of Haryana Congress Legislative Party will be held on February 2 at 11.30 am at the Haryana Vidhan Sabha.
