Haryana plans PPP model for power transmission

Chandigarh The Haryana Vidyut Prasaran Nigam (HVPN) has planned to transmit power in the state through public-private partnership on Design, Build, Finance, Operate and Transfer (DBFOT) basis for the first time, as a pilot project. Requests For Qualification (RFQ) have been invited for evacuation of power from the upcoming 2x660 MW thermal power project at Jhajjar and the 1,424 MW Adani power project at Mahendragarh, the last date for receipt of which is March 4.

A spokesman said here today that the state would provide land required for setting up two 400 KV sub-stations at Kabulpur in Rohtak and Deepalpur in Sonipat. The Nigam would shortlist the bidders, who will be eligible for participation in the bid stage for awarding the project through open competitive bidding process, he added.

The state government would help the successful bidders in obtaining clearances required for setting up of the sub-stations and lines. The estimated cost of the sub-stations and associated link lines of the projects is about Rs 600 crore. The successful bidder shall be required to complete the project in 24 months. “The bidder will transmit electricity for a period of 25 years including two years of construction under the agreement,” the spokesman said.
