On July 20, 2006, the Haryana Staff Selection Commission had placed an advertisement declaring posts for more than 10,000 schoolteachers in various parts of the state. However, the selection criterion was composed of 50 per cent reservation for youth from rural schools; 33 per cent for women; 20 per cent for Scheduled Class; 15 per cent for backward class; 15 per cent for ex servicemen and three per cent for sports persons.
Terming the conditions mentioned above as unconstitutional, a resident of Karnal, Mohinder Kumar, demanded termination of the ad and re-appointment of the candidates.
The High Court however, upheld the reservation for women. The judgment holds significant since it concerns over 10,000 candidates and at the same time the much awaited stay on the selection has been uplifted after the judgment.
HC to HPSC, petitioner: Stop media trial chief Justice V K Jain today told both the parties contending the controversial Haryana Civil Service Selection case to put an end to the “media trial.”
The case came up for hearing today before a bench headed by the Chief Justice. Allowing applications of various candidates and the HCS, the CJ insisted that giving the details of the case to the media in advance would not affect the bench in any manner.
Meanwhile, the chairman of the commission filed an affidavit refuting the allegations of manipulations by the petitioner, Karan Singh Dalal, MLA from Haryana. Taking the affidavit on record, the court has allowed the inspection of the record pertaining to the controversial civil service selections conducted by the HPSC.
