Narain, who was in Shimla on Friday, said India will not commit itself to achieve targets on reducing carbon emissions, or take other measures to aggressively deal with issues of climate changes.The whole exercise, should be voluntary, and equal on part of all nations, she said.
She pointed out that Himachal Pradesh can rank high for its initiatives to arrest the effects of climate change.
She endorsed Himachal's demand of payment for environmental services, which has also been accepted by the Planning Commission.
She advised CM Dhumal to take the opinion of experts to get adequate costs for protection of the environment and forest cover, or adopting low-carbon technologies.
