New Delhi, February 24 The Municipal Corporation of Delhi passed its budget for the financial year 2008-09 on February 11. With the Assembly polls round the corner, critics call it a populist budget with ‘fanciful’ expenditure estimates. Here’s how the civic body plans to spend the money...

* The budget has allocated a great deal of money for undertaking development projects in the education sector. A fund of Rs 4.5 crore has been set aside for schools

* MCD schools will be given a facelift as Rs 1.5 crore has been allocated for taking up greenery and plantation projects

* The budget also has specific allocations for women. Girl students in MCD schools will get an annual scholarship of Rs 200 each, and a sum of Rs 9 crore has been allocated for this. The civic body will also spend Rs three crore to build women’s toilets in public places

* Rural areas too get special mention. Every councillor in the 41 rural wards of the MCD will get Rs 25 lakh above the Rs 1 crore they get to undertake development work in their area. Besides, Rs one crore will be allocated for sanitation in rural areas and Rs 25 crore for development of rural roads

* The MCD has also, for the first time, started a special project fund escrow account. Under this, details of the work to be undertaken will have to be submitted prior to making the payment. The system, which will be under the control of the Additional Commissioner (Engineering), will be completely computerised.

* The various projects under the escrow account include Rs 1.2 crore for the MCD’s anaemia control programme in schools, Rs 2.5 crore for garbage management, Rs three crore for waste water management, Rs 10 crore for border beautification, Rs 4.5 crore for horticulture and Rs one crore for tubewells

*While the main source of the civic body’s income will be the Rs 700 crore it would get from the Delhi government as the agency’s share, the main expenditure of Rs 949 crore will be on public works and street lighting
