The Pimpri-Chinchwad Municipal Corporation plans to implement projects worth Rs 1,016 crore under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) during 2009-10. The mark-up from its own kitty for capital works is Rs 470 crore, taking the total capex outlay to Rs 1,486 crore.

But the budget for the next fiscal is only Rs 1,182 crore, minus the Rs 1,016-crore JNNURM fund allocation that the civic body is expecting from the Centre.

Presenting the budget to standing committee chairperson Usha Wahgere, Sharma said the next 18 months will be crucial for Pimpri-Chinchwad as JNNURM works will be implemented in earnest.

“This will spur growth. In the next two years, Pimpri-Chinchwad will be completely transformed,” said Municipal Commissioner Asheesh Sharma on Tuesday.

“We are implementing a number of major projects, but at the same time, we are also pushing smaller works. All these projects will gather speed as we have a deadline to meet under JNNURM. This year, we are spending over Rs 1,400 crore and next year, it will be more.”

The major chunk of the JNNURM allocation will go into BRTS, with as much as Rs 366.15 crore earmarked for the next fiscal. Rs 174 crore of this will go for the Pune-Mumbai corridor and the Aundh-Ravet Road, Rs 100 crore for the Kalewadi Phata-Wakad stretch and Rs 92 crore for Nashik Phata-Wakad Road.

Among the other major allocations are Rs 185 crore for slum rehabilitation, Rs 130 crore for housing for the economically weaker sections and Rs 149 crore for water projects. “The PCMC has been sanctioned Rs 2,600 crore under JNNURM. Of which, we have received Rs 448 crore till date ,” he said.

The budget also harps on two models for development – BOT (build operate transfer) and PPP (public private partnership). “The idea is to fund projects without spending a single paisa. The PCMC has taken up such BOT projects worth Rs 85 crore,” Sharma said.

Though the budget suggests no increase in tax, Sharma said that this year onwards the civic administration will start collecting 4 per cent water benefit tax; this was announced earlier this month. “Our other sources of income include property tax from new properties and Urban Transport Fund which will be collected by allowing use of space on both sides of the BRTS corridor by developers,” he added.

For the famed Pimpri-Chinchwad industrial sector that is going through a bad phase, the budget offers little.

The industrial sector had been demanding lowering of octroi, but Sharma said the PCMC has already rationalised octroi. For the common man, the PCMC plans to introduce a smart health card. For women and child welfare, the budget makes a provision of Rs 20 crore.
