The meeting was called to approve the budget for the next fiscal year 2009-10. It was deferred due to the model code of conduct being in force for the forthcoming Lok Sabha elections, reasoned MC EO, after a clarification was sought from the Local Government Directorate on whether the MC House could approve the budget during the implementation of the model code of conduct or not. “We will proceed as per the advice,” said Mittal, who, had no answer about why this clarification was not sought immediately after implementation of the code of conduct on Monday afternoon and why no prior information was given to councillors regarding the postponement of the meeting.
This was the second incident when the Kharar MC was caught on the wrong foot ever since the code of conduct came into force on March 2. A treatment plant and a tubewell were inaugurated hours after the enforcement of the code of conduct here on March 2 evening.
