In a remand application in court, the EOW has said Kumar knew the technicalities of the process, and was also “given leverage to make investments in the said conspiracy”. It is reported Kumar was “pampered” for his knowledge on how to procure loans easily as he had earlier worked with Barclays and Citibank.

The EOW also said Kumar approached activist Udit Raj — the complainant and the head of the Indian Justice Party — in a calculated move. The application stated Kumar fell out with the group because he feared he might be sidelined.

The remand applications says: “He has further revealed that after the closure of the scheme and before the draw of the scheme, he sensed... they may not allow him to take the benefit of the share which was to be reaped after the sale of the properties of the successful allottees.”

Arrested on Sunday, Kumar and co-accused Suresh Kumar, were forwarded particulars of many ‘applicants’ belonging to the Meena community in Rajasthan.

After collecting these documents, they applied for the flats in Delhi. They also forged signatures on the forms and bank documents, the EOW has said.

Two days after the draw, Suresh informed the ‘applicants’ in Jhunjhunu that seven had been lucky. The villagers were reluctant to sign the papers, but were coerced into doing so.
