Mandatory third party audit of all civic works

Pune The state government has made it mandatory for all municipal corporations and councils to carry out the third party audit of the works.

The decision was taken by Chief Minister Ashok Chavan in a meeting with representatives of local civic bodies and officers of state urban development department.

It has been decided to conduct the technical audit of all the work through government engineering, technical, architect colleges or institutes in the district, official said.

However, if there are no government technical colleges and institutes in the district then the local civic bodies can carry out the quality assessment through private engineering colleges or technical institutes in the district.

The municipal corporations that fall in category A have to carry out audit of work above Rs five crore while for those in category B, C and D the minimum limit has been set of Rs three crore, Rs one crore and Rs 50 lakh respectively. Similarly, the municipal councils in the category A, B and C will have to do the work audit of Rs 25 lakh, Rs 20 lakh and Rs 10 lakh respectively.

However, the state government has decided that the work below the set cost will also be under scrutiny and at least 10 per cent of work should undergo quality assessment on random basis.

Social activist Vivek Velankar said that the move was a welcome step. “This will help to keep a check on the quality of work. However, the state government should also make it compulsory for the local civic bodies to prepare a detailed project report before the work is actually implemented,” he said.
