Chandigarh The police today arrested one person from his native Tira village on charges of culpable homicide not amounting to murder. Accused Kunal Singh (22), was held for the murder of one Rishipal (40), an employee in the Haryana Auditor General office on December 9 last year. His accomplice, Monu is still absconding.

Rishipal (40) was found dead on the road dividing Sectors 20-21 and his Honda Active scooter, wallet and mobile phone were found missing from the spot.

Accused Kunal said he, along with accomplice Monu met Rishipal at a liquor vend in Sector 17 and had drinks. When Rishipal was completely under the influence of liquor, they took him on the road dividing Sector 20-21 and ran away with his belongings and the scooter. They left Rishipal along the road, where his body was later found. Sources say the accused had admitted that he had laced Rishipal’s drinks with drugs, which might have caused his death.

The role of the police came under the scanner after they arrested them by tracing calls made from Rishipal’s phone but released them after booking them under theft charges. They also did not inform the deceased’s family about the arrests.

Station House Officer of the Sector-19 police station, Inspector Ram Gopal, said they have registered a case on the basis of a complaint filed by Rishipal’s wife. Police parties have been dispatched to nab the second accused.
