New Delhi, January 4 Mayor Arti Mehra on Friday wrote to Union Urban Development Minister Jaipal Reddy, asking the Centre to bring in an Ordinance to regularise the fourth and fifth floors of houses in the Capital. Mehra said people living on these floors were generally from the middle, lower-middle and lower classes and had been living there for years. Demolition of these floors would render them homeless.

A copy of the letter was also sent to Prime Minister Manmohan Singh and Chief Minister Sheila Dikshit. Mehra said the executive wing of the MCD had to follow the orders of the High Court. It said in this situation it was the duty of the Central government to bring an Ordinance and declare an amnesty for all such residential places in Delhi. The Commissioner had recently stated before the Standing Committee that court orders clearly laid down the demolition of any premises not covered under the Delhi Masterplan 2021 or any Ordinance or rule. It was now the responsibility of the Centre to immediately come out with an Ordinance, she said.

Mehra said it was ironical that while relief had been provided to the rich owners of farmhouses and banquet halls situated in commercial areas, no thought was given to the poor people living on the fourth and fifth floors of buildings.
