New Delhi, January 8 Congress councillor and Leader of the Opposition in the MCD Jai Kishan Sharma began the MCD budget debate on Tuesday by attacking the corporation for not meeting its revenue targets for 2007-08. He said under the BJP the corporation had lost revenue worth crores.

Against estimated revenue of Rs 1,051 crore, to be generated through property tax, he said only Rs 382 crore were collected. Against an estimate of Rs 160 crore, to be generated through advertisement tax, only Rs 28 crore were collected.Sharma claimed the MCD had failed to assess a number of properties that were taxable. “GIC mapping had been planned, whereby satellite descriptions of each property in Delhi would be made available. This scheme has failed to take off, due to which the MCD has been unable to get a clear idea of properties that should fall within the ambit of taxation but are outside the tax net,” he said.

“The commissioner in his budget speech said property tax was being collected online from April 1, 2007. Manual collection of property tax should be done in case of rural areas. All payment should not be done online,” he said.

Sharma also criticised the MCD for failing to levy property tax and advertisement tax on the DMRC, which he said, used land given by the MCD at many places for commercial purposes.

Sharma said that rural roads in Delhi remained broken and not a penny out of the Rs 1.5 crore earmarked for repairs in 2007 was utilised.

Company fined for dirty bins
Anthony Waste Handling Cell Pvt. Ltd, a company under contract to operate and maintain garbage bins in the Trans Yamuna area, has been fined Rs 10,000 for dereliction of duty. Deputy Mayor Divya Jaiswal inspected some garbage bins in Shahdara on Tuesday and found a bin filled with garbage had not been cleaned for days, a release from the MCD said. Jaiswal personally confirmed he had fined the company in question. The company’s marketing representative, Rajesh, told Newsline he had no information of any fine. “We found all the bins clean and I will have photographs clicked by them in my presence tomorrow. There has been no dereliction on our part,” he said.
