Purvish Vaidya had sought tuition fee exemption for his third year B A (Gujarati) course. While the MSU registrar had clearly instructed the authorities to grant him the exemption, the Arts Faculty is yet to implement it at their end. In the absence of a fee receipt, Vaidya has no identity card, and as such is not able to attend either his classes or use the library facilities.
Vaidya now risks losing one year of his study as a result of the miscommunication between the university's registrar office and the Arts Faculty.
Vaidya, who later sought information under the RTI Act about MSU's policy on fee exemption for the visually impaired, said, on several occasions, university authorities harassed him for complaining. "They ask me to join blind students' colleges, but I have already finished two years of undergraduate education here. I cannot afford to let go of it at one go," said Vaidya.
Elsewhere, Dean of the Arts Faculty, R J Shah said, "Purvish has not been asked to pay tuition fees at all. It is just the other fees, which Purvish must pay to continue. I have even asked him if I could help him with books." However, on a letter dated September 10, there were clear instructions from the Registrar of M S University to the dean to exempt all fees pending against Purvish.
