State Finance Minister Asim Dasgupta said the Budget seems to be a reflection of two conflicting views — the welfare role of the government and neo-liberal view limiting this welfare role. Dasgupta said while the UPA is fully appreciative of the social welfare role, mechanically imposing restriction of fiscal deficit dilutes the commitment. “The inadequate budgetary provision for the much needed social welfare may be related to that (neo-liberal) view,” said Dasgupta
