The government will also grant a floor space index (FSI) of 0.33 over and above the existing FSI for commercial development on tabela land. The issue was discussed at a meeting of ruling party MLAs with the Chief Minister on Wednesday.
“As many as 641 tabelas are spread over 64 hectares in the city. They not only cause pollution but are also a traffic hazard. We realised that the tabela owners will be reluctant to shift out unless they are able to make some profit,” said a senior government official who attended the meeting.
A majority of the tabelas are in residential zones and the remaining in commercial and industrial zones. About 20 tabelas are in no-development zones (NDZ) and these will be left untouched.
“The CM has agreed to issue a government resolution allowing the change of user to commercial within a week,” reasoned city Congress president and MLA Kripashankar Singh.
Sharad Purav, secretary of the Mumbai Cattle Shed Owners Association, however, said the move will not help in resolving the issue of shifting cattle sheds outside the city. “Ninety per cent of the tabela owners are tenants on the land and increasing the FSI will only benefit the land owners and developers,” he said.
Arguing that the pollution control norms specify an area of 44,000 sq ft for 100 cattle, he said: “The tenants should be issued proportionate development rights certificate on their existing tabela land. For instance, if a person has one head of cattle he should get a DR certificate equal to 440 sq ft, which he can sell to a developer and get money for himself. Unless such a negotiation is worked out, why should the tenants vacate their existing land?”
