New Delhi A 10-month-old baby boy died at Dr Ram Manohar Lohia (RML) Hospital early on Sunday morning after the doctor on night duty allegedly failed to turn up and the authorities had arranged for no replacement.

The infant had been admitted to the Burns Ward of the hospital with 65 per cent burn injuries on Friday morning.

The doctor on duty, Saurav Rana, did not turn up for his shift on Saturday night leaving 16 critically injured patients without supervision.

When contacted, RML Medical Superintendent Dr N K Chaturvedi who is in Jaipur, asked Newsline to contact the head of the hospital’s Burns Department Dr L K Makhija.

Admitting the lapse, Dr Makhija said disciplinary action would be taken against Dr Rana, a junior resident with the hospital.

“We will ensure that responsibility is fixed. We have already initiated action against Dr Rana,” said Dr Makhija.

Recounting the tragedy, the child’s father, Rakesh Kumar said, “My wife was heating water to take a bath and our son was playing next to the bucket with an immersion water heater. He went crawling to the bucket, when my wife stepped out to answer the door. He tried to put his hand in the bucket and got severely burnt.”

The doctor on-call was informed around 4.30 am after the child’s condition started deteriorating rapidly. “The doctor reached around 5 am. By then, our son was dead. Why did the authorities not call a doctor when they realised that the doctor on duty was absent? This is criminal negligence,” charged Kumar.

Emergency services in the hospital were affected for over five hours as the child’s angry family members assaulted the junior doctor who was called in place of Dr Rana.

A case has been registered at the Mandir Marg Police Station and Kumar has been arrested for manhandling the doctor on duty.

The patient’s family has alleged that at the time of the incident, there were no security guards on duty and the doctors control room was also empty.

The police post was informed around 5.30 am.

“In our hospital, doctors do not bother to inform in advance that they will not be reporting for work. Senior doctors are also responsible for the casual attitude with which doctors treat patients,” said a senior doctor at RML Hospital.

Dr Rana could not be contacted despite repeated attempts.

whenever a doctor does not show up for duty, the replacement is called in . also there is a senior resident on duty along with the junior . where was the senior resident when the patient came?pl dont make a scape goat of the junior doctor . the team should learn how to share the blame and take responsibility.

THESE GOVT HOSPITALS NEED TO BE SUPERVISED . 10 YRS AGO AN INMATE FROM THIAR WAS DISCHARGED FROM DDU HOSP - SHE WAS HAVING MILD LABOUR PAINS AND SHE WAS A MULTIGRAVIDA . FEW HRS LATER THE LADY CAME AGAIN WITH POLICE WALKING HER TO DDU IN LABOUR PAINS ,HEAD AT VULVA. SHE HAD LOST HER BABY . SHE DELIVERED AND DISCHARGED THE SAME DAY TO WALK BACK TO JAIL. THIS WAS WHEN DRS AT DDU KNEW PATIENTS WALKED FROM TIHAR AND THERE WAS NO SHORTAGE OF BEDS IN HOSP FOR PATIENT TO LAY DOWN . THANKS TO DR BHASIN AND HER TEAM WHO DID NOT WANT TO HEAR ANYTHING BUT THE NURSING STAFF WAS WITH ME BUT WE COULD NOT DO ANYTHING ABOUT THESE ATROCITIES . SOMEONE NEEDS TO LOOK INTO THESE SITUATIONS . PATIENTS NEED THE HELP OF DOCTORS THAT IS WHY THEY COME TO HOSP. DDU OBGYN DEPT IS A MESS , NEEDS REVAMPING WITH GUIDLINES OF WHAT CAN BE DONE AND NOT DONE . THESE SENIOR DRS JUST THREATEN THE SR RESIDENTS SPECIALLY IF THEY ARE ADHOCS AND GET AWAY WITH IT. very sad by indian on 17 Feb 2009

I have worked in Deen Dayal Hosp as Senior Resident OBGYN and the so called senior doctors asked me not to admit a female in labour as she showed up AT NIGHT in emergency , she was poor and did not have clothes on .I remember it was Dr Dureja whose answer to my question was 'if she is doing wrong things she does not need to be admitted''. For me she was a patient about who I did not know anything and to assume she was' doing bad things' was wrong . She was a patient who needed assistance .Aanyway I contacted the Head of the Dept who allowed me to admit the patient .But next day Dr Drueja was so angry , she was making wrong allegations against me,the head of dept Dr Bhasin was also angry that she had been woken up in the middle of the night. I WAS IN TROUBLE.Just because I spoke up as I felt it was a govt hosp and everyone needed to be treated equally I had to face a lot of ' she is this and that,' but fortunately the nurses who were on duty stuck up for me .

Punish the local Administration by Umang on 16 Feb 2009

we cant blame the mother, accident like this happens, especially in India. There is no awarness and safety is God's duty. We desis never think about safety, things like immersion heater is one of the most dangerous thing to have. But in India its common to use dangerous equipments. Most of those are manufactured in local company who are interested in producing cheap electrical equipment so they can sell it in market. Our irresponsible/ineffective/corrupt government turns a blind eye towards it. Infact when it comes to national welfare/public welfare/public safety and those things our govt is fully Blind. Our govt never thinks of it. In this case not only the Hospital is responsible, but also the local administration should be held accountable. The local MLA should be immersed in a large water heater, till we dont punish those ministers incidents like this will contin

No doctor on night duty, infant dies in RML by Rachna on 16 Feb 2009

It is unfair to now put the blame on the mother. Yes, the parents were responsible for the child's "condition" but then in india, more than 70% of people are so negligent with their children. But, they certainly are not responsible for the child's death. That responsibility lies squarely on the department and the doctor who did not even bother to turn up. Indian parents need to be educated on their responsibilites after having a baby. At the same time, doctors in India need to look after their patients and not just run after their private practices wherein lies more than half of the problem. The family needs moral support right now. They have just lost a child. don't make them go through another torture.

Not doctor but mother is responsible for the death of child by Sudarshan Agrawal on 16 Feb 2009

It is a criminal negligence on the part of the mother whol left her child alone near water heater. The medical authorities are next in the line of fault. First of all, the child's mother should be prosecuted for homicide. Then the supervisor / doctor should be prosecuted and then the child's father should be prosecuted for manhandling a doctor. This is an avoidable death. I do not understand when the parents will learn their responsibilities. As it is immersion heater is not safe for use in households (particularly houses with children).

NO NIGHT DOCTOR by Niranjan on 16 Feb 2009

IN A LOWLY JOBS OF SWEEPERS OR CHAPARASI,S IF THERE IS NO REPLACEMENT FOR AN ABSENT EMPLOYEE, IT CAN BE UNDERSTOOD AND PROBABLY TOLERATED. BUT, IN CASE OF A VERY RESPONSIBLE JOB OF A DOCTOR, A PROFESSIONAL, THE CASUAL ATTITUDE OF THE AUTHORITIES IS TOO MUCH TO PASS OVER. LET THERE BE A LESSON THAT ANY POSITION WILL NOT BE LEFT UNATTENDED IN CASE OF AN ABSENT PROFESSIONAL.

infant death by rajesh on 16 Feb 2009

the fault is not of the doctor but the mother who should be prosecuted for neglect, a 65% burn infant should have been in an ICU not a regular ward What could have the Junior doctor done ? This is plain simple finding a scape goot.

triage by az on 17 Feb 2009

Triage is done by drs who decide which ward will offer best care to pt. so who decided that this child needs to be in a ward and not ICU? . PL DONT BLAME PARENTS . MISHAPS HAPPEN BUT DRS NEED TO DO THEIR JOBS PROPERLY-THEY CAN MAKE A DIFFERENCE OF LIFE AND DEATH .this is delhi where people gets jr and sr residencies as they know someone and most of them are from moneyed families who pay for degrees to some capitation colleges . not just the jr but the whole staff should be accountable for the incident .

Reply to Mr. Rajesh. by Keer on 16 Feb 2009

Mr. Rajesh, how can you say is not Dr.s fault? If mother brought the sonto hospital, isnt it the hospitals duty to put the patient in the right ward. Excuse me Rajesh for your short sighted o blame thepoor mother and not the doctor who was absent from duty. Ho can hospital run wihout doctor. Who is the scape goat, I think You, who lacks the kowledge or a relative of doctor. Or for some bizare reason giving such a bzare opiion. You weaing the wrong shoes. Next time please keep such an opinion to yourself and not get ambaressed.
