Chandigarh Even with the boycott of the Bar Association of Punjab and Haryana High Court, work carried on at a normal pace in the Court of Justice Uma Nath Singh on Monday.

The Division Bench comprising Justice Uma Nath Singh and Justice A N Jindal today issued a show cause notice to Special Secretary, Haryana government, asking him to explain as to why a cost of Rs 50,000 should not be imposed on him for failing to supply information demanded by the court in the hearing.

The Bench, on February 16, had directed the Haryana government to furnish the details of the population ratio of the backward classes, SC, ST and general castes to assist the court in determining the necessity, if any, to relax the minimum percentage of marks in the written exam of judicial services.

“This will help determine if the prescribed percentage of marks in the written test to qualify for viva voce is required to be relaxed for candidates of the aforesaid reserved categories,” the Bench had held.

The Bench, today, also observed that the government was deliberately trying to suppress the information. “We will not permit reservation without going into the details. Quality is of utmost significance in judicial appointments,” further observed the Bench. The case has been adjourned for the next four weeks.
