Notice to Home Secy for not filing reply to plea by rights body

Chandigarh, January 8 The Punjab and Haryana High Court has issued notices to the UT Home Secretary for not filing a reply to a petition filed by World Human Rights Protection Council, Sector 10 A.

Advocate Ranjan Lakhanpal, chairman of the organisation, had moved the High Court seeking directions to Punjab, Haryana and Chandigarh not to handcuff undertrials while taking them to jail. Lakhanpal had moved the High Court after an incident had occurred in GH 16 where an undertrial was chained to the hospital bed. The incident was reported in the press on the basis of which the advocate had moved the Court.

While the two states, Punjab and Haryana had filed their respective replies, the Chandigarh administration has till date not filed one. The Home Secretary has been issued notices to explain the delay behind not filing the reply.
