PIL challenges construction of road ‘near’ wetland

Kolkata A public interest litigation (PIL) was filed in the Calcutta High Court today, challenging the construction of four-lane Chowbhaga Road which will connect the EM Bypass with Basanti Road.

The petition, filed by an NGO People United for Better Living in Calcutta (PUBLIC), alleged that the proposed road would be constructed encroaching the wetland and the East Kolkata Wetland Management Authority (EKWMA) did not approve the project.

According to the legal provision of EKWMA no construction is allowed on the wetland, the petition said. PUBLIC sought an order staying the construction work of the proposed road. Bonani Kakkar, president of the NGO and also a member of the EKWMA said that the proposed road is being constructed jointly by the Kolkata Municipal Corporation and Kolkata Metropolitan Development. The civic bodies should first get their project sanctioned by the EKWMA before starting construction, said Kakkar.

The EKWMA was formed according to an Act passed in the West Bengal Assembly to conserve and maintain the wetland. On December 16, 2009 Minister of Municipality and Urban Development Department Ashok Bhattacharya and Mayor Bikash Ranjan Bhattacharya had inaugurated the construction work for the road.
