Political gimmick, says CPM

Kolkata On the day Trinamool chief and Union Railway Minister Mamata Banerjee presented the 2010 Rail Budget, the CPM termed her proposals as a “political gimmick” and questioned the success of her populist schemes.

State secretary Biman Bose said: “Apparently, the budget is good but there is no direction (in the budget) on how the schemes and projects will be implemented.”

He claimed: “In six months you will see that no promises are going to be fulfilled.”

On the schemes announced for the weaker sections of the people, Bose said: “Where is the provision of funds?”

Bose criticised Banerjee’s move for setting up sports complexes, health units and cultural centers. “Is it the job of the Railways? They will do it with the help of ministries concerned. Railways will now provide land for these projects, but the land was given to them by the state governments,” said Bose.

“If the Railways can do the work of all other departments, apart from Prime Minister, Defence Minister, External Affairs Minister, then there is no need for other ministers. The Railway minister can do all the work,” said Bose.

He added: “The minister announced a sports complex for Kolkata to widen the scope of appointments for sportsmen. But, is it new that the Railways will appoint sportspersons? A kid also knows that Railways recruit sportsmen.”

An agitated Bose added: “If some people think that just two days after birth, they will do everything, they are wrong.”

CPM sources said the budget proposals were placed with an eye on the West Bengal Assembly polls.

“It is a populist budget aimed at using it as an instrument for the West Bengal election campaign,” said Manoj Bhattacharjya, RSP central committee member.

Another senior leader added: “The election will be held after a year. If she fails to implement these projects, the effects will be reverse. If she can (implement the projects), people will ask what have we done for the past 33 years?”

Hafiz Alam Sairani, Forward Bloc leader, said that passenger safety is a cause for concern, but the minister failed to address the problem properly.

Other Left leaders, meanwhile, raised the issue of privatisation.

In the name of Public-Private Partnership (PPP) the Railway minister, they said, has opened the door for big players in the development of Railway infrastructure.
