It is mandatory for every vehicle to have a Pollution Under Control (PUC) certificate from the smoke testing centres or PUC testing centres.

On inspection, pollution board officials found that these testing centres did not have adequate infrastructure to give PUC certificates to the vehicles.

“Despite such poor infrastructure these centres are issuing PUC certificates to the vehicles. In these centres have frustrated the entire attempt of the state government to control air pollution in Kolkata,” said Sailen Sarkar, State Minister for the Department of Environment.

The minister also said that the state transport department has been informed about the illegal functioning of these centres.
