Power discoms take slew of measures, bring down losses

Ahmedabad The power distribution companies (Discoms) in the state, which serve to over 9.4 million consumers, have succeeded in bringing down the aggregate technical and commercial (AT&C) losses over the past few years.

According to the data provided by the Gujarat Urja Vikas Nigam Limited (GUVNL), its four subsidiaries engaged in electricity distribution — Uttar Gujarat Vij Company Ltd (UGVCL), Madhya Gujarat Vij Company Limited (MGVCL), Dakshin Gujarat Vij Company Limited (DGVCL) and Paschim Gujarat Vij Company Limited (PGVCL) — have achieved this owing to implementation of works under the accelerated power development and reform programme (APDRP).

In fact, MGVCL's AT&C losses are the lowest in the country. Its losses declined to 13.2 per cent in 2007-08 from almost 25 per cent in 2005-06. Similarly, the losses incurred by GVCL came down by over 10 per cent to 15.16 per cent, while DGVCL clocked the losses of 15.04 per cent in 2007-08, a decline of nearly 7 per cent points. GUVNL, however, continues to record high losses of 35.4 per cent.

GUVNL officials said the distribution companies have been implementing various measures to further reduce AT&C losses. These include undertaking demand-side management measures, like encouraging the use of energy-efficient implements, providing insulated conductors on LT lines in theft-prone areas, carrying out spot billing and consumer coding, undertaking energy audit using the feeder-wise distribution transformer metering and maintaining capacitor banks at substations.

With respect to metering, all the Discoms have achieved 100 per cent feeder metering and 100 per cent consumer metering except in case of agricultural consumers.

Emphasising on the need to improve operational efficiency and productivity in the energy sector, GUVNL data shows Discoms have spent Rs 9.87 billion (including funds from internal sources and counterpart finance) up to the last financial year, for undertaking work under APDRP. This is the second highest in the country after Maharashtra, officials said.
