Lucknow The text of the Governor’s address to the Legislature on Tuesday, which is prepared by the bureaucrats, is full of glaring mistakes, not to talk of mistakes in the grammar. Here are some examples:

* The Hindi version says a proposal to raise four “vahinis” of retired army personnel is under consideration of the state government. “Vahini” means battalion, but in the English version this has been translated into four “divisions” of retired soldiers.

* In the English text, under the sub-head “Food and Supply Department”, it is stated, “As much as 31.36 lakh MT of wheat and 17.79 lakh MT of paddy has been cultivated in 2008-09.” The actual production was much higher. The figures are wrong for the simple reason that this department undertakes procurement of food grains and their distribution under PDS; cultivation is the responsibility of the Agriculture Department.

* On the first page of the English version, it is stated, “The UP Pichhara Vitt Evam Vikas Nigam is providing loan facility for the economic upliftment of the people belonging to the backward classes”. This Nigam looks after the welfare of OBCs. Obviously, whosoever prepared the text does not know the difference between backwards and OBCs. This ignorance is again on display on page 30 of the English text which again refers to OBCs as backwards under the heading, “Backward Class Development Department Scheme”.

* The writer does not know the difference between army personnel and retired army men. Page 31 of the English text on soldiers welfare says, “The state government is making all-out efforts for rehabilitation and solution to the problems of army personnel.”

Obviously, this has nothing to do with army personnel, because only retired army men can be rehabilitated.
