UP’s Principal Secretary (Home) J N Chamber described the Rampur CRPF centre as the “best unit of the country’s best paramilitary force”. The other unit is in Pune.
The Rampur centre also functions as the headquarter of five battalions. “Uttar Pradesh has three group centres at Rampur, Bijnore (Lucknow) and Allahabad. The battalions keep on moving from one state to another. Of the five battalions headquartered at Rampur, three are deployed in Kashmir,” said an officer.
An officer in the UP Police pointed out that this is the first time that terrorists had struck in western UP. “So far, all major terror attacks have taken place in different cities of eastern UP; western UP had remained the area where they took shelter and carried out indoctrination,” the officer said. Rampur’s neighbouring districts, including Amroha and Moradabad, are considered to be the hideouts of terrorists.
The incident also points to the fact that terrorists are not deterred by the arrest of five suspected HuJI men in connection with the November 23 blasts in Faizabad, Lucknow and Varanasi courts. Security agencies suspect that the attack could be the handiwork of HuJI or LeT. Two LeT terrorists Masood Ahmad and Mohammad Syed, both from Pakistan, had escaped from police custody in February last year. Both are still at large.
