While the Revenue department is concerned with the civil administration wing, the Home and Justice department is the nodal agency for the judicial and police administration wings to be housed in the proposed DACC. 

Even after a month has passed since the site was cleared and the GMADA had given its nod for the allotment of the prime land, the Revenue and Home and Justice departments have collectively failed in making a joint demand for the allotment of the requisite land.

With the Revenue department seeking allotment of 7 acres of the total 14 acres of land needed for the DACC, the GMADA has refused to make separate allotments to the two departments for the same project.

Punjab Financial Commissioner Revenue (FCR) Romila Dubey had recently written to GMADA Chief Administrator (CA) Vivek Partap Singh, seeking the allotment of 7 acres of land to the Revenue department for housing the civil administration officials in the proposed DACC.

Confirming the development, the GMADA CA told Newsline that he has written back to the FCR expressing his inability to make separate allotments to two different departments for the DACC. 

“I have asked for constituting a nodal agency for seeking the total land allotment and submitting details of the land requirement as per the specifications with clear cut budget provisions to meet the cost of the land,” said Singh, while adding that a pro forma was sent to the FCR for specifying the number of officials and departments to be accommodated, total covered area and open floor area required for the project.

“Once we receive a joint demand with complete specifications and available budget allocations, we will take a formal decision to allot the land,” said the GMADA CA, while revealing that the reserve price of Rs 10,000 per square for residential property will be charged for the land to be allotted for the DACC.

Following the final decision, the GMADA will issue a demand notice to deposit 50 per cent of the total cost of the land before handing over the physical possession of the allotted land. 

In January, the Punjab and Haryana High Court Building Committee had cleared 15 acres of land for constructing the DACC in Sector 76.
