Reforms panel to suggest ways to ensure accountability

Chandigarh To ensure effective delivery of services, the Punjab Governance Reforms Commission, set up by the government, will suggest changes in the institutional arrangements, especially Panchayati Raj Institutions, municipal bodies, and improvements in the grievance redressal mechanisms to ensure accountability of service providers.

Use of e-governance will be suggested where required. The commission, headed by Chairman of the Institute of Development and Communication (IDC) Pramod Kumar, will also suggest ways and means to face the challenges of drug addiction, female foeticide, caste-based social assertions and other social ills that have afflicted Punjab's society. The commission would suggest changes in processes, procedures, rules and policies to make the system corruption and harassment-free, Dr Kumar said.

The commission has nominated four more members, including Prof Dipankar Gupta, a sociologist and presently working as professor of sociology in Jawaharlal Nehru University, New Delhi; Atul Sood from the Centre of Studies in Regional Development, JNU; Ram Naresh Gupta, a former civil servant from Punjab, and Satwant Reddy, former secretary to the Government of India. The commission will be assisted by the task groups, he said.

The chairperson and members of the task groups include JR Kundal, a former civil servant; MPS Aulakh, former Punjab DGP; BK Srivastva, Director of Mahatma Gandhi State Institute of Punjab Administration; Professors HS Mehta, BS Ghumman, Manjit Singh and PS Verma. The tenure of the commission has been fixed for two years and would submit interim reports after periodic intervals. Satish Chandra, Secretary Planning has been appointed as Member Secretary and Rakesh Verma, Managing Director, Punjab Infotech, as Secretary to the commission.
