Chandigarh, February 1 The Registration and Licensing Authority (RLA) today presented certificates and appreciation letters to three of its employees for taking the least amount of time to clear files.

The concept of ‘Efficiency Time Rating’ was introduced at the RLA for the first time in the month of January. The employees, under the concept, were judged against the average time taken in dealing with various files at nine different counters of RLA.

While one Payal was adjudged the most efficient verifier, Komal and Jaspreet were adjudged the most efficient data entry operators (DEO). The RLA has around 35 employees in two categories—DEOs and Verifiers and the attempt was made to choose the most efficient employee from both the categories. There was however a tie among the DEOs.

“It’s a new concept to introduce a sense of competition and efficiency among our employees. We concept was launched only last month but we hope to continue it in the coming months as well. Though there are no monetary incentives that we can give, but an honour in the presence of all the other employees should certainly act as a motivator,” said RLA head Niharika Rai, after awarding the three best employees in the RLA premises today.

It has been calculated that on an average, the time taken by the verifiers in clearing the files of new registration works, renewal of RCs, duplicate RCs, re-registration is respectively 5 minutes, 3.30 minutes, 3 minutes and 7.30 minutes, the corresponding average time by the DEOs is 4, 2, 3 and 6 minutes each.

Similar average timings of clearing the files pertaining to licence works including issuing fresh driving licence, duplicate licence, renewal of licence, change of address, replacement DL, etc were calculated in the two sets of employees to judge the best employees.

“The regular monitoring has ensured that not only the most efficient but the most inefficient employee is also identified. And the employees now make efforts not to figure at the bottom of the list,” added Rai.
