Second phase of CAS in city a long way off

Kolkata, January 19 The introduction of the second phase of Conditional Access System (CAS) to parts of Kolkata and other metros is still far off.

The Telecom Regulatory Authority of India (TRAI) had given its recommendation to the Information and Broadcasting Ministry for the induction of the second phase.

The Centre is in the process of consulting the state governments, which, in turn, have appointed independent agencies for studying the proposal before committing to it.

The states cannot respond until the agencies have studied the proposal, said Nripendra Mishra, chairman, TRAI.

“It is going to take six months to roll out the second phase in all metros after the Centre issues the notification,” said Mishra.

He was speaking at a session organised by the Merchants Chamber of Commerce (MCC) here today.

The first phase of CAS, launched on December 31, 2006, was supposed to cover 3 lakh homes in south Kolkata by March 2007.

But it just reached 30 per cent of the target. The target for the second phase was set for mid-2007.
