Septic tank scam accused seeks pre-arrest bail

Mohali Punjab Rural Development and Panchayat department’s Superintending Engineer Harbhajan Singh, one of the accused named in the alleged scam pertaining to the construction of septic tanks in Punjab, has moved a Mohali district court seeking anticipatory bail.

Admitting the plea, Additional Sessions Judge-cum-Special Judge S K Garg issued a notice of motion to the State of Punjab for March 3 to file its reply on the application before deciding the matter.

Singh moved the bail plea through his counsel Tara Chand Gupta and Rajesh Gupta.

Putting forth his side of the story, supported by relevant documents, Singh claimed that he was not involved in any irregularity, and had rather reported the loss incurred in the implementation of the project. “I was not responsible for the purchases, allotment of work, implementation of the scheme at the site and quality check in the work,” he averred.

He offered to join the investigation as and when called by the investigating agency or directed by the court.

The Punjab Vigilance Bureau had recently lodged a case under various sections at the Mohali police station against two IAS officers — one of them retired — and a number of other officers of different departments, who were allegedly involved in the scam involving embezzlement of crores of rupees.
