Allahabad Salary of 2 lakh officers disbursed from the emergency fund

The financial burden caused by the implementation of the Sixth Pay Commission appears to have hit the state police hard, with the salary of the officers now being disbursed from the Treasury Roll (TR-27) in 70 districts of the state.

Since December 2008, owing to a Rs 500-crore shortfall, the salary of 2 lakh officers is being disbursed from the TR-27 fund.

The TR-27 is a special power fund at the disposal of the district magistrates — releasing funds immediately for any crisis like natural calamity, compensation and salary of the government employees.

Additional Director General of Police SP Srivastava said there is a temporary crisis and the salaries are being paid from the TR-27 fund. The situation, though, is not similar in every district. There are some where the salaries have been paid from the department budget, he added.

The crisis will continue to haunt the department till April, the beginning of the next financial year, said officials. The department has been repeatedly demanding additional funds from the government, but to no avail.

The salary of the 2 lakh police officers comes to Rs 3,000 crore annually — around Rs 250 crore per month. There is an additional burden of 25 per cent due to the Pay Commission recommendations.

So far, the district police chiefs of all 70 districts, including Lucknow, Allahabad, Varanasi, Agra and Kanpur, have been requesting the district magistrates to release funds from TR-27.
