The Chandigarh Administration has come to the aid of occupants of flats of House Building Societies, who are not a member of the society and possess the flats on the basis of GPA for over 5 years. It is contemplating to allow transfer of share certificates to the concerned GPA holders, who are in possession of the flats, on the payment of a nominal fee. A meeting in this regard was held at the level of Finance Secretary, UT Chandigarh, with the DC where broader outlines of the scheme have been worked out. As per the earlier notification, the government has already reduced the requirement of 15 years to 5 years for the transfer. However, those GPA holders who want to get the flats registered in their names through a conveyance deed have to pay the unearned increase. But there are several cases of GPA holders who do not want to get the flats transferred but only get the share certificates of the society in their names so that they can become a member of the society with voting rights. Representatives of such cases met the UT Administrator recently, who has desired that a scheme be framed for the transfer of the share certificates on nominal charges so that GPA holders could replace the original members who have actually sold the flats to the GPA holders.
