State govt making local bodies toothless, charges Cong

Lucknow The Congress has framed a chargesheet against the state government for making the Panchayat Raj institution and Nagar Nigams weak and ineffective by centralising powers rather than decentralising them.

The four-page chargesheet was framed after a day-long “Mahapanchayat” in the state headquarters on Monday. It was presented before the Union Minister for Panchayat Raj, Mani Shankar Aiyar.

“I will look into these complaints in my capacities as a minister and the Chairman of the Panchyati Raj Sangathan of Congress,” Aiyar told the media.

“Wherever there is a need to improve the functioning of the Panchayat Raj institutions in Uttar Pradesh, I will talk to the state government,” he added.

The charges against the state government and demands before the minister included:

* The state government be asked to complete the BPL survey on hold for last six months

* The state government be prevented from stamping the Central government programme as their own

* Construction of Panchayati Raj Bhawan be undertaken for which Rs 3 crore are already lying with the state government

* The Panchayat Raj institutions be freed from bureaucratic control and the powers be decentralised.

Bhagvati Prasad Chaudhary, chairman of the state wing of Rajiv Gandhi Panchayat Raj Sangathan told The Indian Express: “The state government has deliberately centralised the powers of the Panchayat Raj Institution. We are trying to collect those who have been associated with the institutions so these problems can be highlighted.”
