Chandigarh Congress MLA Jassi Khangura today said the statement of Deputy CM Sukhbir Badal that corruption starts at the lower level was far away from the ground reality. "In fact, it starts from the top," he said.

Khangura said the Deputy Chief Minister should lead by example by ensuring that no tainted officer was accommodated in his support team. The Congress MLA said if he was serious about curbing corruption, Sukhbir should first control the actions of the council of ministers and senior officers by reducing their discretionary powers and creating greater transparency in their working.

Suggesting some tips on bringing down corruption, he said Sukhbir should ensure that the administration satisfies all RTI requests within the stipulated time frame, sets up a Punjab Public Servant Transfer Commission, which would be responsible for transfers of all gazetted officers.

Congress MLA Sukhpal Khaira too has reacted to Sukhbir Badal's take on corruption. "It smacks of hypocrisy. I would like to remind him that he, along with some of his family members, have been chargesheeted in a case under the Prevention of Corruption Act in a Mohali court. I challenge Sukhbir Badal's assertion that there is corruption only at the lower level. Parkash Singh Badal was indicted by the Shinghani Commission immediately after his first tenure as the Chief Minister of Punjab," he alleged.

The entire transport, mining and cable network business has been usurped by the Badal family, he alleged.
