Sources said the Surat Municipal Corporation officials had issued notices of sealing four shops in Labhu complex at Punagam as the shops were constructed on residential premises.
One of the shop owners then approached advocate Kishor Hingu for help. Hingu contacted the in-charge sub registrar Raksha Modi for getting a suit notice.
Modi and her assistant Ramila Thakker demanded Rs 1,500 each from Hingu, who then approached the ACB and lodged a complaint against the two.
Acting on the plan, Hingu contacted Raksha and handed over the bribe. He also gave Rs 1,500 to Ramila and left the premises. ACB officials, who were keeping a watch, immediately entered the court premises and caught the two along with the bribe amount.
ACB Inspector Z A Zhaba said: "We have caught the accused red-handed for accepting the bribe from the complainant. We are carrying out further investigations."

Is it possible that police didn't know about such activities just before the incident? Is Gujarat police so efficient?
