What Rathore said and the government backed

Chandigarh Despite being replete with loopholes and improbabilities, S P S Rathore’s version of the “facts” in the Ruchika molestation case found strong backing in the corridors of power. The first contention he made in his version , which he submitted to the court, was that Ruchika was expelled from the Haryana Lawn Tennis Association (HLTA) because of indiscipline. He said action was taken against her as she made fun of a boy on the tennis court saying that he “did not possess muscles like Salman Khan”. The year was 1990 and Salman was far from acquiring his now-fabled muscles, but that perhaps did not occur to Rathore and his lawyers.

Fifteen days after the alleged molestation, an investigation report conducted by the then DGP of the state, R R Singh, concluded that allegations were prima facie true and a case under appropriate sections of IPC be registered.

“My observation is that in Indian society no girl or parent would lodge a false complaint of physical molestation... In this case, I am of the considered view that whatever Ruchika, a girl of 15 years, has stated about her molestation by S P S Rathore is based on fact.”

Rathore said the allegations were untrue and R R Singh had written the adverse report as he had a grudge against him. The grudge, said Rathore, went back to 1976, when he took over from Singh as police chief of Rohtak and in turn took possession of the house which R R Singh wanted to stay in.

Then, the then home secretary J S Duggal wanted to initiate action against Rathore, but he (Rathore) claimed that Duggal too had a grudge against him because he headed a rival tennis training association. Rathore alleged that Duggal had “influenced” the SDM who had reached the spot and concluded that Ruchika’s expulsion from HLTA was unjustified.

“How can I molest a girl in 15-20 seconds?” Rathore had asked.

When the Central Bureau of Investigation (CBI) reached a conclusion that Rathore was guilty, the then Haryana Chief Minister Om Prakash Chautala came to Rathore’s rescue, refusing to take action on the report saying that “CBI is known to falsely convict innocent people”. Rathore was later promoted to the rank of DGP.

All this while, a systematic campaign against Ruchika’s family was in progress. She was expelled from Sacred Heart convent, a school in which she had studied since Class I. The school did not give any reason for its action.

Rathore used it to suggest that Ruchika was “of bad character” and hence the case made against him was wrong. Six automobile theft cases were made against Ruchika’s teenage brother Ashu. The fact that all of them were dated after August 12, 1990 (the day Rathore allegedly molested Ruchika) did not ring a bell. Ashu underwent torture in police custody and was subsequently exonerated in all the cases. A depressed Ruchika committed suicide and government showed amazing alacrity in closing the case file against Rathore in less than a week after her death.

Rathore and the people who are supporting him should be punished as the same way he punished ruchika's brother .He should be not sentenced to death he should be tortured till the end of his life and should die because of that torture. Ministers and the higher officalls who are helping and favoure for rathore should feel shame. Hats of to Aradhana and her Parents

Isnt it sad how Om Prakash came to defend this disgrace of a political figure, and in turn say that Indias own CBI likes to falsely accuse men of power for acts that they did not do???! Not only does he make up more lies, he gets a medal in the form of the rank of DGP. This girl and her family who have suffered, get nothing, and even her own school shut their doors to her. Lady Justice will continue to cry while acts such as this will continue to take place. Why is there even a judicial system in the country when every tom dick and harry with money can sway judges and lawyers to their will? Our country's motto is "satyam-eva jayate", meaning the truth alone triumps. They are insultng the forefathers and mothers of this country, Shame.

This is what you should expect when all values and mores are sacrificed at the altar of expeiency and a bunch of shady politicans take over the reins of the country with no morals, no scruples, no propriety and for whom the single point programme is to make money by foul and devious means with its concommitant sins of untamed passion and unrestrained licence.In this evil act they get full cooperation from civil servants who know too well that their preferment depend on their political masters and not toeing the line will prove ruinous to their service career.Thus the two come to enjoy a very cosy relationsship.No wonder,no chief minister took cognizance of Rathore's misconduct.The scenario therefore is not going to change no matter how much furore we make in this and other cases.The change has to come from within and this can happen only if we revert to our scriptures like Bhagwat Gita and try to follow the Path laid down by the Lord.

If I were Ruchika's brother, I would have done Tit for Tat. If you find it diffcult to have justice, You take justice and give justice to Rathore yourself. (of course in India judiciary is also for those who are in power)

Its disgusting and shameful to see this judgement.This are the same people who should be blamed for undevelped india after 60 yrs of Independence, as this guys use the Govt Machinery for teir own perusal.All this guys should be punished severely.Its not strange that yesterday a son of MLA(Vivek Singh) fired in the Mocha Bar in Delhi,bcoz he knows that the law of this poor country cannot punish him. Its time to get united and Speed up the judiciary system or else there will be more Naxals and Maoists in this country

Shameful to give him 6 months sentence and then grant bail immediately. He will never see a day in Jail as High Court and Supreme Court will take enough time. The politicians who have used this sentence for political mileage must act now and show that they really mean the words they said. There must be a fast track court set up to conclude all the arguements in 3 months and announce its sentence.

He ruined a young girl's life and drove her to suicide. Spit venom in a young boy's life. Made him spend two months in Jail for just being the brother of the girl whom Rathore wanted to molest and molested. If the law is fair then, Rathore should be put in Jail for the rest of his life. The Principal of the school which sent Ruchika home, should be put behind bars for his bad act. All the police who supported Rathore to harass Ruchika's family should be dismissed. Nothing happened, law is so unfair in India.

Please do not be surprised by this. There are countless Ruchika's out there, who did not have an Anand Parkash to fight her case. We live in a barbarian country. There is no rule of law. Lock up your daughters and pray for the best.

Why should we lock up our daughters? Let's teach them all sorts of self defence mechanisms so these Rathore types can be handled there and then. let's not blame Rathore. The poor man was probably an animal in his last birth (a snake, probably). He just couldn't sustain the honour of being a human being and went back to being a snake. I don't know how his family is willing to house him and feed him. I don't know who his friends are- probably more snakes. Any human being would have left him in a deep deep jungle to face the music.

As a girl, it was Ruchika's fault to engage in sporting activities where men (like Rathore) are around. What else do you expect. She was molested, not raped! If she kept quite, the school wouldnt have fired her. If she had stopped then she would have been alive and her brother or family wouldn't have been tortured. Ruchika's family and friend share blame too. When the government closes the case within weeks of Ruchika's death, it is a clear message. What did they get by being persistent, sorry, ridiculously stubborn. They made a mockery of the Indian legal system. Do they have any idea how much resources the state spent in CBI investigation and what not. What did they get? 6 months of imprisonment for a man who spent his life protecting its hapless citizens....They should have just hired a goonda and settled scores on day one. I guess this is how Naxals are born. If the society, judiciary, babudom and politicians dont change, vigilante justice is probably the only solution

Hats off to Ruchika's friend Aradhana and her parents, who kept on fighting the case despite all odds. SPS Rathore should be naked and paraded throughout Panchkula with a garland of chappals. Showing no remorse even smiling while coming out from court just shows the real evil he is. In my view the biggest conviction for him will be when his own family and children disown him for his shameless act and no one is there during his last moments.

And All people in power are all Devils who dont know how to be polite and behave as human beings. they are animals that have the characteristics of humans, as they have the ability to speak. Hereon instead of Sir and Mr. Call every one in power as this and that. I think this will be the correct way to such things that behave that way.

The case belongs to year 1990 and thankfully the judgement has been passed after lapse of 20 years.The SP had enough ill gotten money to spend on lawyers and drag the case,the poor girl spent hard earned money and suffered for full 20 years.And SP got promoted to DGP,the highest post in police service and retired honourably.Is it not mockery of the judicial system? People who take revenge has such cases in mind that nothing will come out of the police case and they take law into thier hands. The other day we read in papers that the mumbai girl who was raped 32 years back is still has not come out of coma and his relatives have moved the court for mercy killing and the person who raped her got 7 years imprisonment and out of jail and working very well again.The whole system from police to judiciary stinks very badly.The case of the Russian girl who was raped by a son of goa minister is recent in which ministers son got bail and the girl is crying loud for the justice.Long live democarcy

Great advertisement for Indian judicial system!. The verdict took only 19 years to come!. In the meantime the victim was harassed to death. What is the punishment- 1 month jail which rathore wont go to or will stay in 5 star luxury inside the jail. This judicial system is hand in glove with high and mighty. All the Manu Sharma's of this country can get inspired with this case.

Am afraid!!! Man! Its 19 years! Such things, where people neglect their regular duties, misusing the power(and the count will go on...) might not have a big impact on their personal lives or because of those things they might not be punished at all in their respective lives.. but am afraid of the fact that it would make a strong negative impact on the mindset and would be a root cause of a fresh problem which our or our future generation will be facing.

Rightly said, 'Justice delayed is justice denied.' Next you may expect Judge's daughter or defence counsel's daughter provided they are retired or out of power circle. Any kind of leverage given to the guilty can prove costly and won't act as a deterrent for errants with such intentions. Though it is too early that insufficient or token justice has been delivered by an Indian Court or we may say courting house.

I feel cheated with the verdict, Mr Rathore should have been punished severely for making a mockery of the police and judicial system. I wish peace for the little girl and kudos to Mr Prakash who followed this case so vehemently, but I do feel that Indian judiciary has failed them. I feel "Not Satisfied" with the verdict.
