To probe the issue, she will be chairing a special meeting on Tuesday to review the current situation encompassing these projects. "The shape of the projects might be changed or the conditions might be altered, if need be'',” said a government official.

In order to be prepared for the meeting, the departments which floated the projects were busy on Monday, scrutinising where they went wrong. The ministers concerned will also be present for the meeting with their senior officials.

In its one and half year term, the Mayawati government launched various mega development projects worth Rs 1,30,000 crore in the state. The projects, however, did not proceed beyond the bidding and appointment of consultants.

The projects were related to infrastructure development in different sectors like roads, public transport, technical education, health, tourism, power, aviation and urban development.

No other project except the 165 km Yamuna Expressway — between Greater Noida and Agra — has taken off as yet. Work on the Yamuna Expressway has already started and is expected to become operational before the Commonwealth Games in 2010.

Status the PPP projects:
Integrated Urban Rejuvenation Plan: Aims to improve urban infrastructural facilities in eight cities — Ghaziabad, Lucknow, Kanpur, Agra, Aligarh, Varanasi, Allahabad and Meerut. The government invited investors to develop these cities on international standards. The project expected usher in an investment of Rs 12,000 crore.

Three consultants were finally selected after sanctioning three extensions to the last date for bidding. In the pre-bid meeting in Lucknow, only five to seven small investors turned up. But none of them actually made a bid.

Ganga Expressway: The Rs 30,000 crore (7.5 billion USD) eight-lane Expressway from Greater Noida to Ballia in Eastern Uttar Pradesh is to come up on the left bank of Ganga.

Acquisition of land was to start by end of July but the process could not take off due to allignment problems at a few places.

Mutli-Speciality Hospital: Under this Rs 1,150 crore project, seven multi-speciality hospitals were to be set up in Lucknow, Agra, Saharanpur, Amebdkar Nagar, Azamgarh, Bijnor and Jalaun. In the pre-bid conference, all the big names in the health sector came forward, but none materialised.

Public Transport Infrastructure: Last March, the state government opened its 460 notified routes for the private players and the state Road Transport Corporation. The government made it mandatory for each private player to bring in 4,000 or more buses, which the investor found impractical. Failing to attract investors, the government brought down the number to 1,000, which was further reduced to 250 and then ten but no one came forward.

Bara and Karchhana Thermal Power project: The projects worth Rs 15,000 crore, aims to set up two 660 MW power plant at Karchhana and three 660 MW power plant at Bara. After calling over four bids in eight months and changing the terms and conditions several times, the project has been halted.
