In the event that ONGC is not interested, the Commission recommends that the government sell its entire holding of 78.5% to an investor.

Taming the DoT bully

[Details] The Department of Telecommunications (DoT) has emerged as a stumbling block to the rapid development of the telecom network. This is the unfortunate consequence of absolute statutory powers DoT enjoys under the ancient Indian Telegraphs Act (which needs to be amended). The assumption that DoT would automatically lean backwards to accommodate change has been grievously proved wrong.

Economic reforms and bureaucracy

[Details] It is indeed a paradox that despite six years of economic reforms the delivery systems delivering the fruits of economic reform remain largely the same and untouched. No one appears to have realised the impossibility of delivering economic reform with an unreformed administration.
