Centre not to make new foreign exchange act a toothless code

[Details] The finance ministry favours the inclusion of "draconian provisions" in the proposed Money Laundering Bill, which by its very nature has to include certain provisions of the outgoing Foreign Exchange Regulation Act (Fera) to be replaced by a soft Foreign Exchange Management Act (Fema).
