[Details] The issue of clarity is really an issue of defining properly, categories or components of external debt, collecting data in an internationally comparable form and effective monitoring. Of-course, the issue of transparency relates to clearly explaining the status of external debt.

Dilemma of equity-linked savings scheme

[Details] Equity-linked saving schemes (ELSS) were introduced in the budget of 1990 with a view to spread the equity cult and to encourage investments into the then sagging equity markets. The formulation of ELSS, however, posed a dilemma because of the combination of the need to enable investment in equity while taking precautions to not qualify all types of investments directly made through primary and secondary markets for tax benefits.
