Dilemma of equity-linked savings scheme
Equity-linked saving schemes (ELSS) were introduced in the budget of 1990 with a view to spread the equity cult and to encourage investments into the then sagging equity markets. The formulation of ELSS, however, posed a dilemma because of the combination of the need to enable investment in equity while taking precautions to not qualify all types of investments directly made through primary and secondary markets for tax benefits.

The challenge of the new media
August 1, 1997 saw the enforcement of a new act regulating the use and development of new information and communication technologies in the Federal Republic of Germany: the Information and Communications Services Act. This "Multimedia Act" provides a policy framework and thus creates a legal certainty and a secure basis for planning.
